Are the frameworks fully compliant with the latest EU Public Procurement Directive?

Yes, the frameworks are fully compliant with the EU PPD

How do we comply with our own Standing Orders requirement to get three competitive quotations?

  • All Government Procurement Service framework suppliers have already been subject to a rigorous OJEU competition to gain a place on the frameworks
  • 12 of these have been selected on the basis of demonstrable whole life value for money, which is fully auditable
  • Therefore, the requirement for at least three competitive quotes should already have been satisfied

Do we need to use a framework if the value of the commission will not exceed the lower threshold of OJEU?

The frameworks can be used for any value of commission and provide clarity and contractual rigour in terms of the scope, quality and pricing of projects.  It would also allow the scope of services to be increased after appointment without involving the OJEU aggregation rules

Is it too late to use the frameworks if we have already started the OJEU process?

The OJEU process can be stopped at any time prior to the issue of the Contract Award Notice and the Buying Solutions frameworks used in lieu, saving both time and money, whilst complying with EU legislation.

PM & FDT Framework: Can we continue to use our existing design team?

  • As Capita Symonds is one of only a couple of suppliers on the framework appointed on the basis of being able to deliver all of the services in-house, we are able to include other suppliers as part of our team without further procurement - if this will deliver best value and support the delivery of a project for our clients
  • Having the capability and experience to deliver ‘end to end’ multi-disciplinary services, we understand how to effectively incorporate other consultants in to our fully integrated teams; equally, we understand how to integrate our individual disciplines in to other consultants’ teams
