About the framework

The Project Management and Full Design Team (PM & FDT) Services Framework is the leading framework for professional services to the UK construction industry.

The Government Procurement Service (GPS) estimates that the professional support for several billion pounds of capital projects will be procured through the framework over its four year life-span, at a value of up to £750m in fees.

The framework provides public sector clients with a number of additional benefits:

• Suppliers have already demonstrated proven quality and commitment to sustainability 
• Best Value, pre-competed rates are fixed for 18 months – maximising efficiency and value for money 
• Pricing is transparent with full schedules of rates and comprehensive % fee models as well as options for lump sum & fixed fee arrangements 
• Suppliers have provided illustrative case studies for Best Practice

RIBA Disciplines

All RIBA disciplines are within scope - the framework covers all project management and design services from RIBA stages A to L, including a wide range of specialist services such as acoustics, ICT and security; and ancillary infrastructure works.

The full range of RIBA activities for each discipline is included within Capita Symonds % fees under the framework.

Pricing is clear and pre-competed

• Based on property projects following RIBA stages 
• RIBA stage A & B are priced on day rates 
• RIBA stages C – L are priced as a % of construction value
• Additional services can be procured on day rates
• Prices based on the standard contract forms - may be amended by yourself for specific terms if required
  • 2A (GC/Works/5 General Conditions for Consultants)
  • 2B (NEC3)
• Options for converting % fees to lump sum or target price
• Capita Symonds pays 1% to Buying Solutions from the final fee

Capita Symonds’ fees include extensive discounts and adjustments to ensure best value

• For continuous work
