David Cowan has joined Capita Symonds as Operations
Director for the company’s Design division.
David joins Capita Symonds after 26 years with
the British Army. His most recent role was Chief Engineer for over
40 army units across the
south of the UK, Brunei and Nepal; delivering engineering support
and ensuring technical performance, engineering management systems,
safety procedures and technical infrastructure met the required
standards. In particular, David devised and developed the plan to
consolidate engineering support in the UK base and overseas,
enhancing efficiency and achieving significant manpower
savings.
Prior
to that, he was Commander of Arborfield Garrison and Head of
School of Electronic and Aeronautical Engineering (SEAE) where he
provided the leadership and management of Arborfield Garrison – a
military ‘village’ of about 2500 people, 500 houses and the school
itself. SEAE, meanwhile, delivers military and technical training
to over 650 soldiers per year through a training delivery and
support contract with Babcock Group.
David’s other roles have included:
- Deputy Director / Chief of Staff of REME, an engineering
organisation of over 9,000 personnel delivering equipment support
to forces deployed in approximately 400 locations worldwide;
- Principal Advisor to Head of Engineering, Royal Army of
Oman;
- Commanding Officer, 101 Battalion REME, which involved all
aspects of HR, welfare, operational planning, training and
equipment for 360 personnel and a £1.4m operating budget.
