Capita Symonds' Technology team has
been awarded a second contract by the Highways Agency to manage its
Technology Performance Management Service (TPMS).
TPMS is an integrated asset management system
used to manage the asset data of over 100,000 Highways Agency
Motorway Technology assets including desk-based services and mobile
data terminals. It holds a multitude of data for each asset
including manufacturer, location, age, condition, asbestos status,
and maintenance requirements. The data has a range of uses
including routine maintenance activities; fault management and
rectification; whole life management; the production of power
consumption data for energy providers; renewals planning; and
health and safety management records.
The information within TPMS is accessible to
approximately 550 users throughout England via a web-based client
interface which is accessed via mobile hand-held terminals commonly
utilised within field engineering and maintenance facilities.
Capita Symonds will be responsible for the
overall service and the management of specialist contractors.
The scope includes the operation of a telephone/email helpdesk
service; data quality accuracy and assurance; development and
production of management reports; implementation of business
critical configuration changes; and server and hardware maintenance
and support. Capita Symonds will also be responsible for the
procurement and maintenance of software licenses; development and
delivery of a continual training service to all TPMS users;
development of a skills transfer plan and subsequent delivery to HA
staff; and service administration including data archiving and
backups.
Simon Reeves, Capita Symonds, says: “Asset
data and asset management plays an increasingly important part in
the effective management of infrastructure assets. Working in
partnership with the Highways Agency enables Capita Symonds to be
at the forefront of the asset management requirements of England’s
Strategic Road Network of motorways and trunk roads.

“This second contract award recognises the
strengths of the existing long-standing relationship the Technology
team has with the Highways Agency and our asset management
capability as a whole. The contract builds upon the successful
transformation from sub-contractor to prime contractor managing
specialist software and hardware sub-contractors, during our
previous six-month TPMS role. We are now responsible for key
asset management focussing on data accuracy in support of the HA’s
asset management strategy and policy; specialist hardware and
software support; a nationwide helpdesk facility; and stakeholder
management with a key deliverable of promoting the use of TPMS
within the maintenance community and Highways Agency Management
teams. We are very pleased to have secured this work, as it also
provides us with some of the opportunities to further develop our
‘SMART Operations’ initiative within an increasingly competitive
market sector.”
