The Project
During the late 70s and early
80s the BBC created a number of Local TV and Radio stations across
the UK.
During their life this portfolio of
properties saw little investment in either the buildings or the
technology. This, coupled with the advent of the digital
revolution, led to the BBC seeking ways to modernise the estate to
facilitate the new technology, ensure that buildings became more
accessible in line with the ‘Your BBC’ values and at the same time
providing the opportunity to review the strategic locations of
their facilities to ensure the optimum representation of the
communities across England, today and in the future.
The scope of the programme was to
refurbish in-situ or relocate to more suitable locations 45
facilities, varying in size from 5000sqft to 60,000sqft, across
England to deliver the new technology requirements.
During its course the programme team
undertook the following key activities:
- Identify and assess each building
within the current portfolio
- Develop a strategy, with the
technical and broadcast editorial community, that reflected the
needs of the BBC and the consumers (location / extent of
service)
- Identify and develop the Future
Operating Model (FOM) and template facilities specification
- Application of the FOM and template
specification to each Local Radio and TV service
- Appointment and management of
framework delivery teams
- Implementation and monitoring of
project portfolio, development management and governance
- Significant stakeholder management at
Editorial, Technology and senior levels within the BBC up to and
including the Director General.
Capita Symonds provided significant
support during the delivery of this complex programme of activity
to provide new and modernised broadcast facilities across England,
enabling the introduction of digital technology and a much
needed improved working environment for BBC staff.
