The project
Following devolution, the Welsh Assembly
Government has followed an increasingly divergent path from England
in its policies for minerals planning, especially with regard to
the supply of aggregates.
Its key policies in this area have been developed in order to
maintain an adequate supply of aggregates - the managed aggregates
supply system - whilst giving much greater weight to sustainability
issues, with particular emphasis on the use of alternative
materials and on the notion of environmental capacity.
The aims of the project, carried out wholly by Capita Symonds'
Earth Science team, were:
- to review the role of Regional Aggregates Working Parties
(RAWPs) in the provision of a managed aggregates supply system
for Wales and
- to evaluate the terms of reference, performance and
administration of the RAWPs to ensure their effective functioning
in terms of their current role as set out at Annex A in MTAN 1:
Aggregates, and in the contracts of the Technical
Secretaries.
The review also considers the costs and benefits of alternative
approaches. There were two main parts to the project; a desk study
resulting in the development of evaluation criteria; and
stakeholder consultation through questionnaire, meetings and
workshops.
