The project
The A486 is part of the strategic
route between Ceredigion and the A48/M4 corridor and as such is
vital to the economy of West Wales. The existing route falls well
below present day standards and is seen as an impediment to the
economic development of the region.
The Llandysul Bypass is the major element of a
package of improvements proposed between Carmarthen and the A487 at
Synod Inn to upgrade access to the Teifi Valley.
Capita Symonds was commissioned in 2000 to
develop the detailed design of the project and take it through the
statutory processes. With the agreement of Carmarthenshire CC the
route was extended through the neighbouring community of Pont
Tyweli in order to realise the full benefits of the scheme. The
route passes through environmentally sensitive countryside
including a Special Area of Conservation (SAC) and Site of Special
Scientific Interest (SSSI) at two river crossings.
Capita Symonds has developed the proposals
working closely with the two local authorities and key
stakeholders. As part of the planning process, a Public Exhibition
and Consultation exercise was carried out to inform the public of
the proposals and obtain their views. As part of the
commission we also prepared all documentation required for
planning and the statutory orders. Expert witnesses from
Capita Symonds gave evidence at Public Inquiry to support
Ceredigion’s case. We are at present supervising the contract
on site for the Employer.
