The project
The Lower Lea Valley
regeneration project was a landmark project for Capita Symonds. We
were responsible for preparation and submission of the
Environmental Statement for the Lower Lea Valley and led on the
majority of environmental disciplines, including geoenvironmental
works.
The London Development Agency (LDA)
land holding covers some 220 ha of brownfield land with a
significant industrial legacy and is crossed by a series of
sensitive surface water receptors. As part of our commission we
undertook the following tasks:
- Preparation and regulator approval of
an Intrusive Investigation Method Statement (IIMS) detailing the
scope of investigation works across the 220 ha site
- Preparation and administration of the
tender documents and project management of three intrusive
investigation contractors
- Development of Global Remediation
Strategy including global conceptual model for the site and
generation of generic assessment criteria for assessment of risks
to human health and controlled waters
- Design of site specific remediation
strategies for preparation of land to design and future use
- Development and management of project
geographical Information System (GIS)
- Estimation of remediation costs to
secure Government funding for remediation works across the
site
- Tender review and selection of
approximately 50 specialist remediation contractors to a framework
panel
- Lead regulator and project team
liaison and consultation.
Capita Symonds worked intensively in
partnership with the LDA, the Environment Agency, London Boroughs
and Planning Delivery Team and as a result were able to deliver the
largest urban ground investigation project ever undertaken in the
UK, within the client’s programme and the UK regulatory
framework.
The successful delivery of this aspect
of the project and the open and honest communication with the
regulator team fostered a strong relationship which has seen a
common goal of working towards regeneration of the Lower Lea
Valley.
This relationship has benefited the
subsequent remediation works and the approval process for
remediation design, with which Capita Symonds are still involved on
behalf of the LDA.
