The project
Capita Symonds has been working closely since
2009 with Health Facilities Scotland (HFS), the Operational
Boards, and the Scottish Government as survey partners to develop
and implement a comprehensive Estates Asset Management System
(EAMS) to ensure that the physical assets of the NHS in Scotland
are able to support the delivery of frontline healthcare
services.
The challenge
The delivery of healthcare services in
Scotland is underpinned by a substantial property estate in excess
of 4.6m sq m and valued at more than £4bn.
The NHS Boards in Scotland face considerable
challenges to ensure that their properties are fit for purpose;
comply with statutory legislation; are of the required size, type
and location; and are maintained in good order and repair (poorly
maintained estates within the healthcare environment can result in
high risk to critical life support services).
While it was known that the estate required
significant maintenance, the level of maintenance needed was not
fully understood. Establishing accurate information on the current
physical condition and performance of the estate was therefore
identified as a fundamental requirement for the development of a
comprehensive Property Asset Management Strategy (PAMS) to assist
in the identification of properties to be retained or disposed of,
and to enable prioritised, capital and revenue investment
programmes to be developed to assist in the delivery of clinical
strategies.
The solution
Following a rigorous selection process,
NHSScotland appointed the Glasgow office of Capita Symonds as
survey partners to develop a creative solution to delivering the
demanding requirements of the brief.
The team developed an asset management
property appraisal manual which adopted an innovative, risk based
methodology to identify the condition of the existing land and
property assets; quantify the cost of backlog maintenance; and
assess the risks associated with the condition, non-compliance and
suitability of the estate. The manual was adopted and published by
HFS and has been rolled out across all 22 of the NHS Boards.
The second task was to carry out condition
appraisals of part of the NHS estate in Scotland. The Capita
Symonds team assembled, trained and deployed a cross divisional
team of building surveyors, quantity surveyors, project managers,
architects, M&E engineers and Health & Safety staff which
has been systematically assessing the condition of the healthcare
estate.
The roll out of EAMS is now well advanced and
the Capita Symonds team have been commissioned to carry out a
number of other projects to support NHSScotland’s property asset
management strategy.
