Capita Symonds were engaged by Birmingham City Council to support the city’s Inward Investment team, Locate In Birmingham, to develop a detailed and robust proposition in response to an opportunity associated with the relocation of a large government department from the Southeast.

Our initial support role quickly developed into a leading role, developing the content of the proposition, the marketing and communication campaign, and engagement with key stakeholders from across the region and within Government (OGC, MoJ, HM Treasury, MoD, etc).

As part of the development of the proposition we identified a series of ‘win themes’ including quality of life, property and development options, labour and workforce statistics and relocation support.

In addition to this, we also developed a wider impact analysis ensuring that the proposition not only met the needs of the relocating organisation but also detailed the positive social, economic and regenerative impact it would have on the location.

As a result of the in-depth work we undertook on behalf of Birmingham City Council and its partners (including Advantage West Midlands and Marketing Birmingham) we developed a series of robust relocation propositions, tailored for the receiving organisation, setting out the Birmingham opportunity. The result of these propositions has ensured that Birmingham is well positioned on the Government relocation agenda. Further to the above activity, the team has continued to support Birmingham with regards to inward investment via the following activities:

  • Development of a targeted communication campaign to run in parallel to the 2010 Budget andElection.
  • In-depth analysis and evaluation of the current approach to inward investment across the region considering resources, strategy, implementation activities and performance.

The team led by David George and Mark Bradshaw have added significant value to the council, providing the necessary support and direction to enable us and our partners to present a very strong argument for relocation. The key strengths of the Capita Symonds team have been their robust bid management, rigour, innovation, research along with intelligence gathering, communications and importantly their enthusiasm and passion for delivering the best result for the Region.
